Gainesville — During Monday’s regular meeting, Cooke County commissioners took hostile remarks from a local man reportedly known as “007.”

Gary Krahmer, 76, a Cooke County resident, dominated the meeting’s public comments section. His topics ranged from the newly formed Indian Creek Volunteer Fire Department to James Bond to the assassination of John F. Kennedy Jr.

He explained to the court that the federal government assigned him the number “007” in September 1975, and that he has not only a formidable covert operations background but enough private funds to govern all local fire departments.

Krahmer left the courtroom soon after he spoke. As per policy, county officials were unable to comment on his input.

“I’m not going to try and analyze that,” County Judge John Roane said later.

Other meeting highlights:

• Commissioners took no action on the implementation of a county-wide burn ban in light of heavy recent area moisture.

• Commissioners approved a tax abatement agreement with Schlumberger Technology Corporation. The terms of the agreement include a 50 percent reduction in tax fees up to a 10-year period.

• Commissioners voted to allow Doug Smithson of the Cooke County Appraisal District to apply $24,342 in fiscal year 2011 reserve funds to the underfunded Texas County and District Retirement System.

• Commissioners approved a resolution allowing 15 properties that have been struck off to the county to be re-offered at the next sheriff’s sale.

• Commissioners approved these consent agenda items: fiscal year 2012-13 budget amendments; monthly bills; payroll and related expenses; the indigent cremations of Wesley Neal Payne, Elizabeth Sauceda and Danny Potter; an updated memorandum of agreement between TDH, NTCRAC and Cooke County EMS concerning Emergency Medical Task Force Responder; a contract between Cooke County and Southernlains (Cummins) for maintenance agreement for the generator at the Cooke County Justice Center; a donation of $50 from Donald Tayloe to the Cooke County Library for research from Donald Tayloe; the fiscal year 2012 Sub-Recipient Grant Award from the Texas Department of Public Safety Homeland Security Grant Program; a contract with Era Volunteer Fire Department; a rider to William Case Wyatt’s bond changing the title from “deputy” to “jailer” for the Cooke County Sheriff’s Office; a contract with the Texas Department of State Health Services Vital Statistics Unit for the county clerk’s office; an interlocal agreement with Texoma Council of Governments for GIS services; a contract with EOG Resources, Inc. for the installation of a temporary water line on County Road 347; the renewal agreement between Cooke County and Perdue Brandon Fielder Collins and Mott, LLP for court fees and fine collections for a one year term beginning Dec. 1, 2012 through Nov. 30, 2013.

The annual maintenance agreement between Cooke County Justice Center and Global Software (Harris Computers) for the period of one year beginning Oct. 1, 2012 through Sept. 31, 2013; acceptance of a check in the amount of $34,724 from the TAC Health and Employee Benefits Pool for a 2011 surplus in pool earnings; the service agreement between Cooke County EMS and Physio Control for a one-year term beginning Nov. 1, 2012 through Oct. 31, 2013; the service agreement between Cooke County EMS and Geo Med Waste for a one year term beginning Oct. 17, 2012 through Oct. 17, 2013; the service agreement between Cooke County Justice Center and Geo Med Waste for a one-year term beginning Oct. 17, 2012 through Oct. 17, 2013; a letter of support for the Texoma Council of Governments application for funding through the EPA’s Brownfield Program; the 2013 Indigent Defense Grant Program Resolution; a joint election agreement with Whitesboro ISD for the Nov. 6 election; and the filing of quarterly internal audits for Constable Pct.1, Justice of the Peace Pct. 4, and Constable Pct.4.
